WATCH: Nothing wrong with DA's Provincial Powers Bill - Van den Heever

The ANC has accused the DA of trying to bring back Apartheid through the Provincial Powers Bill. Adjunct Professor Alex van den Heever says there's nothing wrong with the Bill, as some national functions are over-centralised.
