Demanding Accountability: UN Commission calls for transparency and integrity in global governance
Judge Navanethem Pillay and Commissioner Chris Sidoti of the United Nations Independent Commission of Inquiry on the Occupied Palestinian Territory, including East Jerusalem, and Israel emphasised the crucial role of accountability, integrity, and transparency in effective governance, especially when addressing complex global issues.
During a panel discussion at the Wits School of Governance on 2 February 2024, Judge Pillay stated, "Whatever you do in governance, it must be grounded in facts and demonstrate unwavering commitment to good governance principles." She highlighted South Africa's adherence to these principles during its legal action against Israel at the International Court of Justice.
Established in 2021 by UN Human Rights Council, the Commission investigates all alleged violations of international humanitarian law and all alleged violations and abuses of international human rights law leading up to and since 13 April 2021, including the root causes of the conflict. In addition, the Commission collects and preserves evidence of international law violations and has a mandate to share with accountability mechanisms, including legal proceedings.
Commissioner Sidoti stressed the importance of governance principles beyond legal frameworks, stating, "They define how societies regulate themselves across all levels, from local to international." While acknowledging limitations in the Commission’s enforcement power and immediate outcomes, he emphasised the value of evidence-based analysis and accountability promotion through their work.

Judge Pillay highlighted the complexity of the conflict, saying there is a dire need for consistency in applying governance principles. "We cannot pick sides or adapt principles based on political pressure," she declared. The Commission has consistently advocated for the Palestinian people's right to self-determination and the end of the occupation.
