Research Interests
Associate Professor Caitlin Blaser Mapitsa
Associate Professor
Caitlin Blaser Mapitsa is an Associtae Professor, holding a PhD in Migration and Displacement from the University of the Witwatersrand’s African Centre for Migration and Society. She received an MA from the same institution, a BA from Wellesley college in International Relations and French, and a Postgraduate Diploma from the University of Stellenbosch in Monitoring and Evaluation. She is also the Research Director at the School.
She has worked as an evaluator in civil society, with Resilient Waters evaluating efforts to foster climate resilience in the Okavango and Limpopo river basins, as well as establishing learning systems with the Global Call to Action Against Poverty. She also worked with the Centre for Learning on Evaluation and Results, supporting efforts to strengthen monitoring and evaluation systems within public sector institutions across the region through peer learning.
Blaser Mapitsa’s research interests focus on two areas – the first is transboundary governance, of both land and people. She is interested in understanding what drives change in complex social and ecological systems, and which tools can best help us understand these changes. The second is on building contextually relevant evaluation approaches, and how evaluation can be a tool to align institutional practice with values systems and developmental objectives.

National evaluation systems (NESs) are being set up across Africa, together with the processes and other monitoring and evaluation (ME) infrastructure for efficient and effective functioning.Objectives: This article seeks to document comparative developments in the growth of systems in Anglophone African countries, and provide an understanding of these systems for capacity-development interventions in these countries. It also aims to contribute to the public debate on the development of national ME systems, institutionalisation of evaluation, and use of ME evidence in the larger African context.Methods: This article uses four key dimensions as the conceptual framework of a national monitoring and evaluation system, including monitoring and evaluation systems in the executive; the functioning of parliamentary ME systems; professionalisation of evaluation and existence of an enabling environment. A questionnaire was used to collect information based on the key dimensions from government and non-governmental personnel. The Mo Ibrahim index of 2018 was used to collect information on enabling environment.Results: Findings indicate that all systems have stakeholders with different roles and contexts and are designed according to the state architecture, prevailing resources and capacities.Conclusions: This article concludes that the findings can be used as different entry points for developing and strengthening ME capacities in countries studied.</jats:p>

- As global discussions of evaluation standards become more contextually nuanced, culturally responsive conceptions of ethics have not been sufficiently discussed. In academic social research, ethical clearance processes have been designed to protect vulnerable people from harm related to participation in a research project. This article expands the ambit of ethical protection thinking and proposes a relational ethics approach for evaluation practitioners. This centers an analysis of power relations among and within all the different stakeholder groups in order to establish, in a context-specific manner, which stakeholders are vulnerable and in need of protection. The approach also contextualizes the nature of “the public good,” as part of an ethical consideration of interest trade-offs during evaluations. The discussion is informed by our experiences in African contexts and speaks to the “Made in Africa” research agenda but is also relevant to other global contexts where alternatives to “developed country” ontological assumptions about the roles of researchers and participations and the nature of vulnerability are being reconsidered.

- Mobility and urbanization are shaping cities in Southern Africa. Peri-urban areas in particular are transforming at such a pace that municipalities are struggling to keep up with the changes. Local government is trying to build appropriate capacity to respond to a mobile population, but it is not always clear where to focus capacity development efforts. Applying a diagnostic tool on local government capacity to respond to mobility, researchers both tested the tool and drew conclusions about the capacity of local government. This provides lessons for both how we measure the readiness of municipalities to respond to a mobile population and how we may focus capacity-building efforts.

- Background: Since 2015, the Centre for Learning on Evaluation and Results-Anglophone Africa (CLEAR-AA) has implemented more than seven diagnostic tools to better understand monitoring and evaluation (M&E) systems in the region. Through the process of adapting global tools to make them more appropriate to an African context, CLEAR-AA has learned several lessons about contextually relevant definitions and boundaries of M&E systems. Objectives: This article aims to share lessons learned from adapting and implementing a range of global tools in an African context, and puts forward certain key criteria for a ‘Made in Africa’ tool to better understand M&E systems in the region. Method: This article reviews CLEAR-AA’s diagnostic tools, as well as global good practice diagnostic tools, and compares the strengths and weaknesses of each approach. It further looks at the implementation of specific tools in context and proposes components on the basis of these lessons. Results: This review has found that most M&E tools have a heavy focus on the technical and contextual aspects of M&E but very few do a thorough job of accommodating the institutional factors. Furthermore, the relationship between the technical elements, the institutional elements and the organisational culture elements has not been made apparent. Conclusion: A contextually relevant diagnostic tool for M&E systems will balance technical considerations of capacity, institutional factors and issues of organisational culture. Drawing on approaches from organisational change may be of help to strengthen our tool development endeavours.

- Background: This article reflects on the implementation of a diagnostic study carried out to understand the gender responsiveness of the national monitoring and evaluation (M&E) systems of Benin, South Africa and Uganda. Carrying out the study found that the potential for integrating the cross-cutting systems of gender and monitoring and evaluation (M&E) are strong. At the same time, it highlighted a range of challenges intersecting these two areas of work. This article explores these issues, which range from logistical to conceptual. Objectives: This article aims to share reflections from the gender diagnostic study to enable more appropriate capacity building in the field of gender responsiveness in national M&E systems. Developing more sophisticated tools to measure gender responsiveness in complex contexts is critical. A better understanding of how gender and national M&E systems intersect is important to understanding firstly how we can more accurately measure the gender responsiveness of existing systems and secondly how better to engender capacity development initiatives. Method: As part of the Twende Mbele programme, Centre for Learning on Evaluation and Results (CLEAR) commissioned Africa Gender and Development Evaluator’s Network (AGDEN) to coordinate teams of researchers in Benin, Uganda, and South Africa to collaboratively develop the diagnostic tool, and then implement it by conducting a review of key documentation and to interview officials within the government wide monitoring and evaluation systems as well as the national gender machinery in each country. Results: The study found that the gender responsiveness of M&E systems across all three systems was unequal, but more importantly, it is important to do more work on how M&E and gender are conceptualised, to ensure this can be studied in a more meaningful way. To strengthen national monitoring and evaluation systems, gender responsiveness and equity must serve as a foundation for growth. However, intersection M&E with gender is complex, and riddled with gaps in capacity, conceptual differences, and challenges bringing together disparate and complex systems. Conclusion: A stronger understanding of the linkages between M&E and gender is an important starting place for bringing them together holistically.
